Fortunately, I've never had to deal with noise from the next room, but if it was bad enough I'd probably just call reception. An arguement at their room door about noise isn't going to help you sleep much.
I can only please one person per day. Today isn't your day... tomorrow doesn't look good either.
That's the WORST. And you never notice it until midnight when you're trying to sleep. There's just nothing you can do except call the front desk as Tony said. Maybe try to move rooms?
OR, bring along ear plugs for sleeping...but then you won't hear your alarm.
We've been pretty lucky and never experienced really noisy neighbors.
But, I take a pair of earplugs with me on every trip, and always turn on the A/C or the room fan when we go to bed, which helps whether it's too noisy or too quiet.
I think it really depends on where you stay. Value resorts seem to have much thinner walls! Also, when you're in a room that adjoins to another room, it can be noisier.

One problem in hotels is it's sometimes hard to figure out who's actually making the noise. In an apartment I'd just go ask them to keep it down, but sometimes I'm not sure who's making the noise.
