Very cute! I would think that to make them you would just need a stencil. You should give it a try!

Yes! Either use a stencil or overlay fabric in the proper formation. But stencil sound like the easiest way.

Don't use the sparkle shoes, the sparkles tend not stick well if painted. Also once done and dry, throw them in the dryer for about 10-20 mins to bake the paint in (if you use regular acrylic art paint)
