A few years ago when I went to WDW in August, there were several days that parks were open until midnight or 1 AM. I remember Disney updating the calendar closer to August, but I can't remember when. When does this typically happen if this is still going on? I am not a morning person, so 1 AM sounds like a very good time to me!
It has been two years since I've made it to the world, so I cannot speak to whether it still holds true...
But at the time, it was the end of May when I was there.... and it was my understanding per discussion with a Cast Member--that the 1AM extra Magic Hours were largely part of their "Summer" Season hours.
I can't speak to how often it happens, but I know for sure on March 29th there is a 11pm to 1am EMH so it does happen. typically when MK hours extend to 11pm or later.

It completely depends on the season and regular Park Hours. In Summer, at Spring Break, and Christmas you are more likely to find those extreme hours, while slow periods it just doesn't make sense.
