I love Columbia Harbor House in the Magic Kingdom. It can be a lot quieter than some of the other counter services and just feels comfy, a great place to sit and relax with your partner! Plus the coastal food feels definitely more romantic to me than some other places!
Fall 2015: Master's Degree Graduation Trip, Details TBD! Can't wait to be back in the World!
Nov. 2014: Baby's First 1/2 Day at the Magic Kingdom; our date day at Hollywood studios
Jan. 2014: Our princess was born!
May 2013: Our POR & DCL honeymoon (& my husband's first Disney trip of hopefully many!)
May 2013: Our Disney-themed wedding
I think the Quick Service outside of Mexico Pavilion can be romantic if you are there around dusk and get a good seat by the water. It helps if it isn't crowded too.
(Sorry, can't think of the name of the QS - It's Mexican QS though!)
At Cosmic Ray's when ole Sonny sings Bright Little Star, grab your baby by the hand and lead her(him) out to the dance floor and do some close... slow dancing. That's what I call romantic. Yeah baby. Double mashed potatoes for me too. You know what I'm talkin bout.

I haven't visited many of the quick service restaurants. I would think Be Our Guest would be pretty romantic.
i like pinochios village hause, and definetly the quick service in mexico at night, nothing strikes me as romantic at either ak or hs, but the flame tree bbq at ak is nice
Katsura grille in Japan @ Epcot- the garden area is very pretty & somewhat quiet. The upper level of Columbia Harbour is nice too.
Flame Tree BBQ in AK has an outdoor seating area on the water with a beautiful view of Expedition Everest.
