Disney Vacation Club has changed its policy on discounts and other membership extras for new buyers who are purchasing an ownership interest via the resale market. The changes are effective immediately.
According to the Disney Vacation Club website, "effective April 4, 2016, Members who do not purchase an ownership interest directly from Disney Vacation Development Inc. will not have access to Membership Extras."
This change in policy will only apply to new members.
The membership extras include discounts on merchandise, discounts on annual passes, and even dining discounts. A new members-only lounge is set to open soon at Epcot and this is also considered an "extra." Other extras include special events, moving screenings, and more.
This isn't the first time DVC has made changes with regard to resale buyers. Back in 2011, Disney stopped allowing resale buyers to use their points for Disney Cruise Line and Adventures by Disney.

Does that also include Bay Lake Tower lounge? These extras can also be taken away from ALL members at any time. They are not part of the contract.

That's a great question Jason, and I don't know the answer for sure. As far as I know all members are still welcome at Top of the World, but that has always been decided on a year by year basis so it could change at any time. I would give Member services a call to find out if a stop at Top of the World was in your plans.
