Effective May 1, 2019 Disney Parks will be entirely smoke free zones. Smoking areas will no longer be present inside Walt Disney World theme parks, water parks, or at the ESPN Wide World of Sports Complex. Designated smoking areas will be available located outside the entrances to the entertainment areas listed, as well as at Disney Springs.
At Disney Resort hotels, smoking will still be permitted in designated outdoor smoking areas only. Smoking is never permitted in guest rooms or on balconies, and guests ignoring the smoke-free policy can be met with high cleaning fees. Guests at Disney Resorts who have room or dining reservations, can request information regarding appropriate smoking areas at the front desk. Smoking marijuana is not permitted at any time in Disney Resort hotels, even in designated smoking areas.
Disney spokeswoman Liz Jaeger told the NY Times "As we expand our offerings, we continue to take steps to enhance the guest experience and make it more enjoyable for everyone who visits." Ms. Jaeger said that it will be up to Disney Cast Members to enforce the ban.

Is this ban just for tobacco or does it include medical marijuana too...?

I'm happy about the change.

wdwizbest - It includes medical marijuana being smoked as well. You can find Florida's laws governing medical marijuana at the link below. From how I am reading that page, Florida does not consider smoking an acceptable form of medical use. Disney specifically disallows smoking marijuana even in designated areas.
