DIS (note source) is announcing that there is a change to FP+ going into effect soon. If a person uses up their three alloted FPs for the day, and there are more available, they may get another at a kiosk and then another and so on until they are gone. The only problem not resolved is if the person/party has a FP for one of the late shows and thus can't get more passes.
This makes sense on slow crowd days to allow people to use up the still available fastpasses and our TA thought that might be where they were headed.
